德国商业银行研究部利率策略师雷纳·冈特曼在报告中指出，惠誉下调法国评级对该国国债（OATs）造成打击，且市场此前未形成共识预期。该策略师表示：“投资者可能正为未来几周其他评级机构跟进采取负面行动做准备。”

　　但他认为负面影响可能有限，因法国国债交易价格已显著低于AA级或A级同类债券。惠誉此次将法国信用评级从AA-下调至A+（展望稳定），降级理由包括债务比率高企且持续上升、财政分化阻碍整合、财政记录疲软及2025年赤字高企等问题。
