英格兰银行计划对所有系统性稳定币实施持有限制：个人持有上限为 1 万至 2 万英镑，企业持有上限为 1,000 万英镑。央行担心这些代币可能通过抽走银行存款而削弱银行体系。Coinbase 国际政策副总裁 Tom Duff Gordon 表示：“对稳定币设置上限对英国储户、金融城和英镑都不利，没有其他主要司法管辖区认为有必要实施上限。”英国加密资产商业委员会执行董事 Simon Jennings 指出，稳定币发行方无法实时了解代币持有者身份，执行上限需要昂贵复杂的新系统。
