“我们是厦门市交通局执法支队执法员，这里是航道通航水域，禁止占道下网捕捞，请你们迅速驶离。”近日，交通执法人员通过高音喇叭，向一艘驶入主航道的渔船发出警告，要求其立即驶离航道。

目前是捕捞旺季，有的渔船驶入厦门港主航道占道碍航，导致大型商船无法顺利进港，影响港口运营效率和船舶航行安全。为有效解决这一问题，厦门市交通局执法支队主动联系厦漳两地海洋、海事部门，共同开展海上联合执法行动。

执法过程中，执法人员利用船舶自动识别系统（AIS）、航道及码头前沿监控等设备，对渔船动态进行实时监测，精准锁定碍航渔船位置，使用高音喇叭对驶入主航道的船只发出劝离的警告。对于不听劝阻仍在航道内下网的渔船，执法人员依据《中华人民共和国航道法》相关规定，对涉事渔民作出行政处罚，同时开展法律法规宣传教育，并告知其在航道内作业的危险性。部分渔民起初对执法工作存在抵触情绪，经执法人员耐心沟通，最终表示理解并主动配合。

此次联合执法行动通过整合各方资源，形成执法合力，有力保障了厦门港航道安全畅通，为船舶航行创造良好的海上交通环境。
