9月22日下午，国新办举行“高质量完成‘十四五’规划”系列主题新闻发布会，介绍“十四五”时期金融业发展成就。
中国证监会主席吴清表示，过去五年，资本市场面临的环境发生了复杂深刻变化，外部输入性风险挑战可以说是风高浪急，国内部分领域风险“水落石出”，资本市场作为各类风险交汇地和敏感带首当其冲。证监会始终坚持稳中求进，统筹发展与安全，筑牢监管防线，严守风险底线。
吴清介绍，“十四五”时期，大幅增强监管执法的有效性、震慑力。他提到，聚焦财务造假等投资者深恶痛绝的违法违规问题，既“追首恶”，也“惩帮凶”，系统构建全方位、立体式的综合惩防体系，坚决破除造假“生态圈”。比如，就债市财务造假对恒大地产及其审计机构分别开具41.75亿元、3.25亿元的史上最大罚单，对越博动力案第三方配合造假同步追责。
