加拿大前央行行长斯蒂芬·波洛兹坦言，该国“无力推进重大建设项目”的口碑虽令人惋惜，却绝非无中生有。如今，现任总理马克·卡尼——他也曾担任加拿大央行行长——正致力于扭转这一局面，计划通过简化监管流程，推动全新贸易走廊项目落地见效。

　　波洛兹还回顾了2000年代末期在加拿大出口发展局（EDC）任职的经历。他透露，2008年，该局曾收到一项融资申请，资金用途是修建通往安大略省某大型关键矿产资源区的道路及配套基础设施。然而，多年过去，关于是否要修建通往这片富含矿产的“环形火带”区域道路的争议，至今仍未达成共识。

　　“正是这类迟迟无法推进的事，让我们彻底坐实了‘一事无成’的名声。”波洛兹直言。
