特朗普政府表示，将扣留用于纽约市一些重大交通项目建设的180亿美元基础设施资金，理由是担忧多元化、公平性和包容性（DEI）问题。白宫美国管理及预算办公室（Office of Management and Budget）主任罗素-沃特（Russell Vought）周三表示，政府正在冻结用于继续建设纽约市第二大道地铁线的拨款。这笔资金也拨给了哈德逊隧道项目（Hudson Tunnel Project），该项目正在修建新隧道，供通勤列车穿越哈德逊河。
沃特说：“纽约市大约180亿美元的基础设施项目已被搁置，以确保资金的流向不是基于违宪的DEI原则。”
美国交通部周三表示，该部正在对第二大道地铁延伸线和哈德逊隧道项目实施行政审查，以确定它们是否包含任何DEI政策。该部表示，在审查结束前，不会为这些项目发放任何报销款项。
纽约州州长、民主党人凯茜-霍楚尔（Kathy Hochul）表示，特朗普政府正在利用政府停摆伤害美国人。
“这是政治报复，是对纽约及其居民的攻击，这将我们州每个家庭置于危险之中，”霍楚尔说。“我们将动用一切可用工具来恢复这笔资金，确保这些关键的基础设施项目得以建成，并保障每位纽约人的安全。”
