正在兴建的港铁(00066.HK) 东涌延线东涌东站，继8月被揭发用冒牌砖后，再被指所使用的螺丝和螺栓未经港铁审批。港铁回应查询时证实，表示早前已发出“不合格通知书”，强调会在工程流程中继续监察，确保各项流程严格依循既定流程进行。
港铁证实，东涌延线东涌东站的钢桥及月台层墙身的防火板，使用未经审批的螺丝及螺栓，强调承建商已作出跟进，包括提交相关物料的资料予公司审批，并于工地抽取样本作测试，确认物料符合合约及法例订明的要求，而两个涉事位置的工序，仍未到交付阶段。
港铁补充指，“不合格通知书”是工程业界品质管理流程中的重要工具，若发现施工不符合规范，处理方法之一是按机制向承建商发出“不合格通知书”，以能及时纠正施工流程。
