智通财经APP获悉，摩根士丹利发布研报称，美国参议院日前通过将《生物安全法案》纳入《国防授权法案》的动议;修订版本较为温和，允许被点名企业可申辩与上诉，亦未有在生物科技章节点名药明系企业。法案仍需经参众两院共同通过，并由总统签署方能正式立法。
该行预期中资药物合同研发生产机构(CDMO)股份初期将经历波动，因表面来看该法案让美国政府有新工具，可限制本地企业与中国供应商合作。不过，相较去年12月旧版法案遭众议院民主党阻拦前，当前的结果更为有利。中资CDMO股票年内累升84%，已部分反映投资者对地缘政治和脱钩风险缓和的预期。
