据知情人士向运营商财经网独家透露，中国电信在今年前8个月中，ICT项目全集团签约额规模不小，且还实现了双位增长规模，那么具体情况如何？

首先，中国电信前8个月的ICT项目全集团签约额累计达590多亿元，同比增长接近12%。

而在今年前7个月中，中国电信ICT项目全集团签约额累计达550亿不到，同比增长超11%。

也就是说，如今经过一个月的发展，8月当月签约额就达40亿元左右。

其次，相较于去年同时期，中国电信签约额高出100多亿元，是非常明显的进步。

另外，在今年前8个月中，有16家省公司的签约增幅实现正增长，还有15家省公司为负增长。

其中，增幅排名前五的分别是辽宁电信、黑龙江电信、湖南电信、湖北电信和浙江电信，属于北方的有2家，属于南方的为3家。能够推测，这2家北方省公司应该是签约规模不大，基数小，一旦规模增长，增幅自然也很明显；而3家南方省公司的签约规模应该不小，同时还能够实现高增速是很不简单的。

至于降幅后五名的主要是西北、西南几家省公司，公司的发展规模本就不大，政企市场拓展能力相对也弱一些。

从这点也能看出，目前中国电信在政企市场中的发展还处于瓶颈状态，只有一半左右的省公司签约规模实现正增长，还有一半左右的省公司为负增长。但从当前市场行情来看，签约规模降低也不一定都是坏事。
