FSA 将在即将召开的金融服务委员会会议上提出这一议题，该委员会是日本总理的咨询机构。改革目标是建立系统允许银行像交易股票和政府债券一样买卖加密货币，同时设立监管护栏以减轻金融风险。此外，FSA 还考虑允许银行注册为加密货币交易所，为零售投资者通过可信银行机构参与加密市场创造更便利的环境。
