据彭博社报道，特朗普政府宣布将在油价下跌之际启动战略石油储备补库行动，补充美国耗尽的紧急原油供应，首批采购规模为100万桶原油。
美国能源部称，采购计划交割时间定在今年12月至明年1月，资金来源于特朗普的减税与支出法案中预留的1.71亿美元。按当前油价计算，这笔资金最多可购入约300万桶原油。目前，美国WTI原油价格约为每桶58美元，较年初高点下跌近30%，为2021年以来最低水平。低价窗口成为启动补库的重要因素。
能源部长克里斯·赖特表示，这一行动将有助于“扭转上届政府高成本的能源政策”。不过，ClearView Energy Partners董事总经理凯文·布克指出，由于资金有限，政府补库能力将受到明显制约。
美国战略石油储备目前仅约4.08亿桶，占满载容量的六成左右。2022年，拜登政府曾动用1.8亿桶原油应对俄乌冲突带来的油价飙升。能源部表示，针对这100万桶原油的投标截止时间为10月28日中部时间上午11点，本次采购将通过与现货价格挂钩的合同执行。（国际财闻汇）
