浙江沪杭甬的“三维战略”战略与“十五五”规划中的交通强国目标高度契合。具体而言，做长存量是针对原有部分高速公路车流量超过设计饱和流量，通行压力较大的现状，通过改扩建提升道路运载能力及通行体验，同时延长经营年限；做大增量则是积极寻求高速公路主业市场化并购项目，实现主业拓展及业绩可持续发展；做活变量表现为积极探索智慧交通、交能融合及路衍经济，充分发挥高速公路沿线资源优势，谋划培育新的产业增长点。

“十五五”期间，浙江沪杭甬面临的不只是政策机遇，更是深化转型的关键窗口期。随着“十五五”规划纲要的落地，交通基础设施建设将迎来新一轮发展机遇，浙江沪杭甬的三大战略组合，正推动这家老牌路企向“全国高速公路运营服务第一品牌”的目标加速迈进。
