The Energy Department issued a solicitation Tuesday to buy 1 million barrels of crude oil for the Strategic Petroleum Reserve, which it said it intends to refill to "full operational capacity."
The department is seeking bids to supply the oil under legislation that appropriated $171 million to start refilling the SPR. Bids are due Oct. 28 with delivery to the Bryan Mound site in Texas in December and January.
The SPR, which has capacity for 700 million barrels, held 407.7 million barrels as of Oct. 10, according to the Energy Information Administration. The DOE said the drawdown of oil from the reserve in 2022 under the previous administration "delayed critical infrastructure maintenance and put unprecedented wear and tear on storage and injection facilities."
Purchases are limited to U.S. companies or U.S. subsidiaries of international companies with crude sourced from domestic production, the DOE added.
