近日，河南中豫信用增进有限公司、河南省中豫融资担保有限公司、天府信用增进股份有限公司备案成为信用风险缓释凭证（CRMW）创设机构，作为《信用风险缓释凭证业务指引》（以下简称《业务指引》）修订后备案的首批地方信用增进和融资担保机构，有助于进一步丰富CRMW创设供给，充分利用地域资源优势，提升区域增信力度，更好支持实体企业融资。 CRMW是信用风险缓释工具（CRM）的主力品种，自2018年以来累计创设约1500亿元，支持上百家企业发行债券超3400亿元。近年来，为更好支持区域经济发展，地方信用增进机构、融资担保机构等作为天然信用保护卖方，创设CRMW意愿逐渐增强。2025年5月，中国人民银行、中国证监会联合发布关于支持发行科技创新债券有关事宜的公告，鼓励专业信用增进机构、担保机构等通过CRMW等方式，支持科技创新债券发行和投资交易。为更好适配市场发展需求，交易商协会6月修订发布《业务指引》，将CRMW创设机构与核心交易商资质解绑，优化备案流程，推动更多金融机构、信用增进机构参与创设，以丰富创设供给，进一步释放市场活力。 下一步，交易商协会将继续推动创设机构有序扩容，丰富信用衍生品供给，提升创设服务质效，更好发挥信用衍生品支持实体融资、促进信用风险分散分担的重要作用。 翻译 搜索 复制
