金吾财讯 | 中信证券表示，2025年10月17日，财政部、海关总署、国家税务总局联合下发《关于调整风力发电等增值税政策的公告》，调整风电及核电的增值税政策：取消陆风原有的增值税即征即退50%的优惠政策，海风退税政策调整为2027年底到期；2025年11月前已核准但未能商运的核电项目，下调增值税退税幅度和期限，2025年11月后核准的核电项目，不再实施增值税退税政策。根据该机构测算，增值税退税约占风电和核电行业代表性公司营收的2%、净利润的10%。接近10%的利润占比意味着退税政策调整对于行业短期盈利有一定冲击，但考虑到退税金额在会计科目上确认为其他收益而非营业收入，且历史上政府根据环境变化而调整行业税收优惠政策也较为普遍，此外风电和核电行业目前已经较为成熟，对税收优惠依赖程度较低，因此该机构认为政策调整更多体现在情绪面，对于行业中长期发展影响相对有限。
