据商务部10月21日消息，商务部公布了2026年化肥进口关税配额总量和原油非国营贸易进口允许量总量，分别为1365万吨和25700万吨。

2026年化肥进口关税配额总量为1365万吨。其中，尿素330万吨；磷酸氢二铵690万吨；复合肥345万吨。

具体来看，国营贸易关税配额数量分别为：尿素297万吨，磷酸氢二铵352万吨，复合肥176万吨。非国营贸易配额数量分别为：尿素33万吨，磷酸氢二铵338万吨，复合肥169万吨。

企业申领化肥进口关税配额实行先来先领，直至化肥进口关税配额总量申领完毕。2026年关税配额起始申领量最高不超过50万吨，最低不低于2000吨。凡在工商行政管理部门登记注册的企业，在其经营范围内均可申请化肥进口关税配额。

2026年原油非国营贸易进口允许量为25700万吨。申请条件包括：近2年（2024年1月-2025年10月）具有原油进口允许量使用业绩或经国家产业主管部门核准具有使用进口原油资格。拥有不低于5万吨的原油水运码头（或每年200万吨换装能力的铁路口岸）的使用权，以及库容不低于20万立方米原油储罐的使用权。银行授信不低于2000万美元（或1.4亿元人民币）。拥有从事石油国际贸易专业人员（至少2人）。企业合法依规经营，符合安全生产、环保、税务、海关和外汇管理法律法规，无未整改违法违规行为。
