此前，越来越多的证据显示，市场期待已久的原油供应过剩格局终于形成，例如海上原油库存规模不断扩大，这也促使对冲基金形成了极度看空的立场。

但随后，美国政府为应对乌克兰局势，将俄罗斯两大石油巨头——俄罗斯国家石油公司(Rosneft PJSC)和卢克石油公司(Lukoil PJSC)列入制裁黑名单，彻底颠覆了市场预期。这一政令令投资者感到意外，此前他们普遍认为美国政府会避免采取推高原油期货价格的措施。
