金吾财讯 | 华泰证券表示，根据发改委对二十届四中全会解读，《建议》提出稳步实施地方碳考核、行业碳管控、企业碳管理、项目碳评价、产品碳足迹等制度，建立健全覆盖各类主体的激励约束制度体系。根据发改委对二十届四中全会解读，到“十五五”末新增用电需求绝大部分由新增清洁能源发电量满足，重点有三项工作：1） 发展非化石能源，加快西北风电光伏、西南水电、海上风电、沿海核电等清洁能源基地建设。2） 推动煤电由基础保障性电源转为支撑调节性电源。3） 加快建设新型电力系统。向前回溯，今年8月25日发布的《关于推进绿色低碳转型加强全国碳市场建设的意见》提出到2027年全国碳排放权交易市场将基本覆盖工业领域主要排放行业，与今年3月发布的《关于促进可再生能源绿色电力证书市场高质量发展的意见》钢铁、有色、建材、石化、化工等行业企业和数据中心绿色电力消费比例提升的要求相辅相成。该机构认为碳市场管控与强制绿电消费政策同步扩围，双管齐下引导企业实现低成本减排，或将进一步扩大绿电需求，而绿电直连或为优解。绿电直连的推广有望深度激活用户侧灵活性资源，为虚拟电厂发展提供沃土。
