金吾财讯 | 中信证券表示，根据商务部网站，2025年10月27日，商务部等5部门办公厅关于印发《城市商业提质行动方案》（以下简称《方案》）的通知，提出要大力提振消费、全方位扩大内需，完善现代商贸流通体系，充分发挥城市在国内国际双循环中的枢纽作用。该机构指，优质购物中心是城市商业空间重要的优化方向，对传统商业空间的改造订单预计持续快速增长，但具备经验的改造服务提供商产能十分有限。深化商旅文体健融合，商业产品形态持续迭代升级，多元吸引力的综合不动产设施有望持续增值。科学规划城市商业网点布局，避免重复建设盲目发展，动态优化供给，支持REITs发展和稳妥推进工商业用地使用权续期，都有利于存量商业地产项目的资源重估。该机构认为，优质商业空间在拉动内需过程占据重要生态位，政策鼓励优化增量、盘活存量，有利于头部的轻资产商管公司通过接管存量改造订单持续扩大其市占份额。而避免重复建设、动态优化供给、研究商业地产使用权到期续期等，也十分有利于推动商业地产价值的向上重估。推荐头部的商业地产持有者和运营。
