周五，罗德岛州的一名联邦法官禁止特朗普政府在美国政府停摆期间停止发放 “补充营养援助计划”（SNAP）福利。

　　法官杰克・麦康奈尔（Jack McConnell）作出这一口头裁决的次日，该政府本计划终止向4200万美国民众发放这笔食品券福利。

　　在一场听证会上，美国司法部的一名律师辩称，由于政府停摆导致国会未为SNAP计划拨付相应资金，该计划已 “不复存在”。

　　该律师名为泰勒・贝克尔（Tyler Becker），他还主张，是否动用国会已预留的60亿美元应急资金来继续发放SNAP福利，应由政府自行决定。

　　麦康奈尔在裁决中要求政府动用这笔应急资金，至少维持部分常规的SNAP福利发放。他同时表示，若国会未能通过拨款法案，政府需研究是否有其他联邦资金可用于维持该计划的运转。
