近日，中国电信某地分公司参与当地的一个智慧化提升项目，却直接被废标，什么情况？
该项目为甘肃省陇南市某县的全域旅游智慧化提升项目，主要是对全域的文旅资源配套服务体系进行智能化升级改造，涵盖方案设计、初步设计、软件开发、系统集成、平台建设、数据实施等。
项目概算6000万元，招标标段合同估算价为5345万元。
根据公示，该项目共有7家投标人，其中，中国电信陇南分公司直接“顶格报价”，其投标金额为6000万元。
此外，中通服建设旗下的中通服咨询设计研究院也参与投标了，报价5100万元；讯飞智元信息科技有限公司报价5320万元。
值得一提的是，项目废标情况显示，中国电信陇南分公司因无相关证明材料被废标，具体是什么证明材料并未说明。难道是因为报价不合理？
天眼查信息显示，目前，陇南电信的负责人为王阳。
10月19日，中标结果公示，讯飞智元成功中标。
难道中国电信陇南分公司就不想中标，只是来参与下？现在三大运营商都很重视政企项目的汇款，放弃了很多很多政企项目的中标机会。
