新政策将要求企业为转借方和质押承包商建立风险管理体系，建立安全的加密资产存储管理系统，向客户解释风险，并规范广告宣传。非公开借贷，例如机构投资者之间的交易，将不受监管。会议还提出了一项建议，即引入 IEO 投资上限的提案，以防止发行人在无需财务审计的 IEO（首次交易所发行）中从广泛的普通投资者筹集资金时，因销售压力而导致过度投资。
