俄罗斯总统弗拉基米尔·普京签署了一项命令，允许花旗集团将其在该国的银行业务出售给Renaissance Capital。

　　花旗集团在2022年8月表示，在俄罗斯入侵乌克兰后，该行将逐步退出其在俄罗斯的消费者和商业银行业务。

　　2022年2月俄乌冲突爆发后西方公司纷纷撤离俄罗斯，普京对此的回应是颁布法令，要求所有涉及所谓“不友好国家”居民的交易都必须经过一个专门的政府委员会的批准。该委员会对寻求撤离俄罗斯的公司施加了严苛的要求，包括对资产价值进行大幅折价以及向国家预算作出缴款。
