11月10日，据知情人士透露，Visa和万事达卡(Mastercard)即将与商户达成一项和解，旨在通过降低商户支付的费用，并赋予他们更多权力来拒绝某些信用卡，从而结束一场长达20年的法律纠纷。这些知情人士称，根据正在讨论的条款，Visa和万事达卡将在几年内把通常在2%至2.5%之间的信用卡交换费平均下调约0.1个百分点。两家公司还将放宽接受规定，这些规定要求接受某个支付网络一张信用卡的商户必须接受该网络的所有信用卡。
知情人士表示，一项协议可能很快就会宣布，并且需要法院批准才能生效。如果协议最终敲定，消费者可能会在收银台看到巨大变化。例如，接受一种Visa信用卡的商户将不必接受所有Visa信用卡。据知情人士透露，根据目前的谈判，信用卡接受将分为几类，包括奖励信用卡、无奖励计划的信用卡和商业卡。一些商店可能会拒收奖励卡，这类卡向商户收取更高的费用，而且近年来在消费者中非常受欢迎。
