纽约联邦储备银行（简称 “纽约联储”）发言人透露，该行行长约翰・威廉姆斯本周与华尔街各银行举行会谈，就一项关键短期贷款工具展开讨论。
该发言人表示：“威廉姆斯行长召集了纽约联储的一级交易商（即核心交易对手方），就‘常设回购工具’作为货币政策实施工具的目的继续开展沟通，并征求反馈意见，以确保该工具在利率调控方面持续有效。”
负责货币政策执行的官员罗伯托・佩尔利于周三（11 月 13 日）表示，有需求的金融机构应在需要时使用美联储的常设回购工具，并补充称，该工具的大规模使用不存在问题。
会谈于周三在美联储年度国债市场会议的间隙举行。
在美联储 10 月货币政策会议召开前，货币市场利率攀升、联邦基金利率上行以及常设回购工具（SRF）的启用，均释放出市场流动性趋紧的信号。
常设回购工具（SRF）允许符合条件的金融机构将债券快速兑换为现金，可作为应对市场流动性需求的 “缓冲器”。该工具于 2021 年推出，但在此前很长一段时间内基本未被使用。
尽管 10 月底该工具的启用引发关注，但其使用规模低于部分人士预期。部分美联储官员表示困惑：为何更多金融机构未选择使用常设回购工具，反而以高于美联储提供的利率从市场融资。
