金吾财讯 | 中金公司发研报指，在供给侧，考虑到储能、配电网等配套的基础设施建设一定程度上滞后于绿色技术市场渗透率的提升速度，可将政策支持的重点优先放在降低新能源的系统成本上，推动绿色技术使用成本的持续降低。该机构预计，“十五五”用于绿色基础设施方面的投资将达到2.8万亿元。为了更好适应新型电力系统的发展需求，一方面要从硬件端入手，加大灵活性资源的开发利用和新型储能建设，并通过虚拟电厂、需求侧响应等提高电力系统调节响应能力；另一方面也要重点关注“软件”端，尤其是做好辅助服务等激励机制的建设与完善，发挥市场要素对系统中灵活性资源的调用与支配作用，保证电力系统安全稳定运行与新能源持续健康发展。
