** Spot silver XAG= rose nearly 3% to $52.74 per ounce
** Prices rise ahead of a U.S. House of Representatives vote to reopen the government that could restart the flow of economic data and set the stage for the Federal Reserve to cut interest rates in December
** Hecla Mining HL.N up ~8%, and Coeur Mining CDE.N rises 3.3%
** Canadian miners Endeavour SilverEDR.TO up 6.1% and Silvercorp Metals SVM.TO rises 4.6%
** Abrdn Physical Silver Shares ETF SIVR.P and iShares Silver Trust SLV.P each up ~4%
