　　11月12-13日，“太湖世界文化论坛·钱塘对话”在浙江杭州举行，主题为“财富金融文化的互鉴与创新”。在“圆桌论坛一：金融港湾的发展与差异化”中，新加坡太平洋经济合作理事会主席TAN Khee Giap（陈企业）谈到，新加坡央行请来的很多专家都不是新加坡人，而是外国人。

　　他提到，新加坡作为一个金融中心，外国人特别多，因为在新加坡找不到这么多人才。“我们前总统问过我一句话，为什么有这么多新加坡的专业金融人士在香港上班？我想了半天，没什么理由，因为新加坡付的工资和香港一样高，但确实是很多新加坡的金融专才在香港，而我们新加坡自己人才不够，都跑掉了。”

　　随后，他解释到，“后来我们查出一个原因，在新加坡从事金融业的，在香港都不是一把手，而是二把手、三把手，他没有野心，不会抢老板的位置。他是二把手，什么东西都要照规矩来，但这样可以让老板很相信，可以被雇佣，而且很安全。”
