11月13日，国家市场监督管理总局党组书记、局长罗文接受新华社采访时表示，针对部分地方政府以行政权力干预扭曲市场机制的问题，市场监管部门将围绕破除地方保护和市场分割，加快提高公平竞争审查能力，在各类政策文件出台之前加大审查力度，从源头防止不当市场干预行为；健全滥用行政权力排除、限制竞争治理规则，推动消除要素获取、资质认定、招标投标、政府采购等方面壁垒；积极推进全国统一大市场建设立法，进一步规范地方政府经济促进行为。
针对部分领域出现的“内卷式”竞争问题，市场监管部门将围绕维护良性竞争市场秩序，加强反垄断和反不正当竞争执法，坚决纠治利用市场优势地位挤压其他经营主体发展空间等行为，优化经营者集中反垄断审查规则，更好引导和规范投资并购行为；加强对企业过度低价竞争的合规引导和监管规范，深入治理假冒伪劣、虚假宣传、低价倾销、违法广告等突出问题，推动形成优质优价、良性竞争的良好格局。
