马斯克回应称：“我们必须明确区分那些需要从其他国家雇佣世界级关键人才的公司，和那些仅仅为了增加利润而雇佣低成本非美国员工的公司。
尽管由于ITAR法律，SpaceX并没有无法从其他国家雇佣关键的世界级人才，但它还是取得了成功。如果我们能够这样做，我们的进展会更快。
不受ITAR限制的特斯拉进步更快，因为其除了在美国能找到的每一个顶尖人才，还能从其他国家雇佣世界级的人才。”
