该宣言以链上合约形式完整存储全文，并提供了唯一操作：pledge()（承诺）。此合约无所有者、无管理员，文本内容不可编辑，所有运作均依托以太坊网络。当调用 pledge() 操作时，系统将记录调用者的地址以及首次承诺的时间戳，并发出公开的 Pledged(地址, 时间戳) 事件。该操作仅消耗 Gas 费，不提供空投、积分或早期访问权限等任何形式的激励。若相关方做出承诺，则表明其关注用户自主授权操作的重要性，不希望自身协议依赖私有服务器和不透明的中继器，同时愿意承担实际成本以维护以太坊的无需信任特性。
