11月14日，《重庆市全链条支持创新药高质量发展若干措施》（以下简称《若干措施》）政策吹风会顺利举行。市经济信息委副主任罗莉在会上宣布，重庆将实施全链条资金支持策略，对实现产业化的每个创新药给予1000万元奖励，力争到2027年全市创新药总数达到10个。

会上，罗莉详细介绍了《若干措施》围绕创新药研发全生命周期所提供的系统性资金支持方案：在研发阶段，对1类创新药、2类改良型新药和生物类似药，按临床试验前及I期、II期、III期临床试验四个阶段分别立项，给予累计最高1700万元的资金支持，确保企业在各关键研发阶段均能获得及时的资金补给。

在临床阶段，政策着重提升临床研究核心能力，积极引进和培育领军型“大PI”人才，并对牵头完成新药临床试验的医疗机构给予资金奖励，激发其参与临床试验的积极性。

在产业化阶段，对获批上市的创新药每个奖励1000万元，改良型新药、生物类似药每个奖励500万元，中药经典名方产品每个奖励100万元，以实实在在的资金支持创新成果转化。

在市场开拓阶段，对创新药成果海外权益许可交易，按首付款的3%给予最高500万元奖励，助力本土创新药走向全球市场。
