0252 GMT - The Fed's rate decision next month remains a close call, but Barclays Research says Chairman Jerome Powell is likely to swing the FOMC to a cut. Based on recent speeches, Barclays thinks that Governors Miran, Bowman and Waller are likely to support a cut, while Presidents Musalem and Schmid will vote for a hold. Recent speeches by Governors Barr and Jefferson and Presidents Goolsbee and Collins suggest they are on the fence, but leaning toward a hold. Governors Cook and Williams are also data dependent but appear to favor a cut, they note. "This implies six voters may be leaning towards a hold and five to a cut before considering Powell," Barclays says. Powell will ultimately drive the decision, as the bar is high for the governors to dissent against him, it adds. (monica.gupta@wsj.com)
