Foresight News 消息，据 Cryptopolitan 报道，俄罗斯国家杜马加密立法监管工作组顾问、Via Numeri 首席执行官 Oleg Ogienko 建议政府为使用非法进口矿机的加密矿工实施特赦，以促使其合法化并纳入监管。俄罗斯自 2024 年起将加密挖矿认定为合法商业活动，要求矿工在月耗电量超过 6000 千瓦时后向联邦税务局（FNS）注册并缴税，但目前约 60% 的矿企尚未完成登记。缺乏针对非法进口设备的特赦机制是矿工未能入册的主要原因。目前仅约 150 家矿业基础设施运营商和 1300 家相关实体在册。
