消息面上，中联发展控股发布公告，于2025年11月21日，公司与徐西昌(卖方)订立一份不具法律约束力的谅解备忘录，据此，公司有意向龙腾半导体股份有限公司(目标公司)股东收购目标公司最多100%股权，包括卖方(其为目标公司的单一最大股东和董事长)直接持有的目标公司24.81%股权，卖方有意出售及同意沟通以促成目标公司其他股东向公司出售目标公司最多100%股权。建议交易的代价金额预期最高约为45亿港元至90亿港元之间(经参考包括，但不限于，目标公司最新融资估值)，须经订约方同意并载列于将由各方签署的最终协议(正式协议)内。
公告称，集团一直积极寻求扩展集团的业务。目标公司是一家领先的功率半导体器件及系统解决方案提供商，为中国陕西省重点产业链(半导体及集成电路)链主企业(彼亦是国家工业和信息化部专精特新“小巨人”企业)。目标集团拥有兼具产业经验与资本视野的核心团体，能有效扩大在功率半导体消费市场的市场份额，集团认为建议交易有助集团进一步拓展业务范围。
