ChainCatcher 消息，英国金融行为监管局（FCA）发布讨论文件与咨询文件，提出多项旨在“提升英国投资文化”的改革建议，并正式向加密行业征求反馈。
FCA 表示，拟在“扩大消费者投资渠道”的同时，调整客户分类与利益冲突相关规则。FCA 指出，高数字参与度（DEP）应用上的投资表现不佳，几乎全部源于加密资产及差价合约（CFD）交易。监管方强调，一些用户通过“加密资产代理产品”进行无额度限制、无风险提示、无适当性测试的投资，潜在风险显著。
在咨询文件中，FCA 建议新增指引：对于主要投资历史集中在高风险投机资产或加密资产的客户，不应将此视为“具备专业投资能力”的依据，除非其有充分证据满足专业投资者门槛，包括具备承担潜在损失的能力。
FCA 表示，此次改革意在简化监管框架，由机构承担更明确的审查责任，而不是依赖过去“较为随意的测试”。监管机构要求涉及加密资产咨询或销售的企业在明年 2 月与 3 月前提交反馈。
英国近年来逐步推进加密监管现代化，包括 2024 年正式将数字资产认定为“财产”，为盗窃、破产等案件提供更清晰法律依据。同时，政府也在评估是否禁止向政治党派进行加密资产捐赠。
