立法文本已在行业内部人士中私下流传，行业高管周四在白宫会议上简要审阅了当前草案，此次会议由美国总统 Donald Trump 的加密顾问 Patrick Witt 主持。谈判涉及参议院民主党人、共和党人、白宫和加密行业四方，仍有四个重大分歧点需要解决。
这些分歧包括针对政府官员参与数字资产的道德规范，特别是美国总统 Donald Trump 的参与，稳定币是否应与收益挂钩，以及美国证券交易委员会 (SEC) 对代币管辖权和去中心化金融 (DeFi) 的处理权限。
Patrick Witt 在 X 平台发文表示，白宫和参议院共和党人“在保护软件开发者和 DeFi 的需求上立场一致”。尽管存在分歧，但谈判的强度和节奏仍处于高位。Digital Chamber 首席执行官 Cody Carbone 表示，各方有真正的愿望和动力完成立法，预计明年年初会有实际进展。
