ChainCatcher 消息，据 CoinDesk 报道，马绍尔群岛共和国（RMI）借助 Stellar 区块链，用数字原生主权债券 USDM1 完成全球首笔全民基本收入（UBI）链上发放。
该国财政部证实，这项耗资数百万美元的计划由其与 Stellar 发展基金会（SDF）、基础设施提供商 Crossmint 合作开发，是当地全民基本收入计划 ENRA 的一部分。此计划以数字转账取代季度实物现金发放，惠及众多分散居住在各岛屿的符合条件公民。USDM1 是以美元计价的主权债券，由短期美国国债全额支持，通过 Stellar 发放平台分发至定制数字钱包应用 Lomalo。
马绍尔群岛财政部发言人称，USDM1 依纽约法律发行，基础是既定法律，非监管裁量或政策偏好。美国国债抵押品由独立受托人持有，赎回权固定、无条件且具法律执行力。ENRA 是财政分配计划，每单位按一对一比例以信托短期美债发行，全程全额支持、依法隔离。政府强调，USDM1 不损害该国货币或技术主权。与计划一同发布的白皮书概述了其更广泛的政策和金融框架。
