金吾财讯 | 中信建投表示，12月12日，商务部、海关总署联合发布2025年第79号公告，宣布自2026年1月1日起，对部分钢铁产品实施出口许可证管理。这是自2009年取消该制度以来，中国钢铁行业时隔16年重启出口许可证管理。对于钢铁出口企业而言，适应新规是当务之急。企业需密切关注被纳入出口许可证管理的产品目录，并按要求提前备好出口合同、产品质量合格证明等材料，依法依规办理出口手续。应加大研发投入，积极发展高性能特种钢、用于汽车和家电行业的高端钢材等“双高”产品，以及符合绿色低碳趋势的“绿钢”。在传统市场贸易壁垒增多的情况下，需积极开拓中东、非洲、拉美以及“一带一路”沿线等新兴市场，降低对单一市场的依赖，分散风险。若遭遇国外的反倾销等调查，企业应摒弃消极态度，积极联合应诉，维护自身合法权益，并利用行业协会等平台形成合力。当前的钢铁出口政策调整标志着中国钢铁行业进入了一个以质量、效率和绿色可持续性为核心的新发展阶段。对于企业而言，这既是挑战，更是迈向产业链中高端、实现长远健康发展的关键机遇。
