该指令名为 DAC8，要求加密资产服务提供商收集并向各国税务机关报告用户和交易的详细信息，然后由各国税务机关在欧盟成员国之间共享这些数据。这项变革填补了长期以来的漏洞，此前加密经济的某些部分在监管方面受到的审查少于传统金融账户。根据 DAC8，税务机关可以像对待银行账户一样，对加密货币的持有、交易和转移进行公开透明的监管。证券交易所、经纪商和其他加密服务提供商现在必须将税务申报视为一项核心运营要求，而非次要的合规事项。虽然该指令自 1 月 1 日起生效，但企业在强制执行前有一段有限的过渡期来调整系统。
