消息面上，近日，财政部、税务总局发布公告称：自 2026年4月1日起，取消电子烟产品增值税出口退税。有分析指出，原有的13%退税率是企业对冲成本、维持国际定价优势的关键。退税归零意味着企业需全额承担增值税成本，直接压缩利润空间。
浙商证券近期发布研报称，从紧锣密鼓的政策文件发布来看，国家高度重视并计划整治国内电子烟生产/销售/出口环节的各项违法乱象，我们认为行业供给端格局将迎来变化，过去提供非法产品的小作坊或将加速被清退，思摩尔国际作为合规运作的上市龙头有望受益。
