最新草案（第 189 页）规定，企业不得仅因用户持有余额而支付利息。用户可获取奖励，但仅当奖励与开户行为或开展交易、质押、提供流动性、抵押资产或参与网络治理等活动相关联时方可获得。参议员们现在有 48 小时时间对该法案文本提出修改意见，因此尚不清楚这些条款在周四时是否会维持原样。
