1月份石油和天然气收入同比大降46%，至4000亿卢布，为2020年8月以来最低月度水平

据路透社报道，俄罗斯政府高级官员近日表示，由于石油和天然气收入锐减，俄罗斯联邦预算可能在年初出现显著赤字。2025年，俄罗斯预算赤字达到5.6万亿卢布（约合720亿美元），占国内生产总值（GDP）的2.6%，为2020年以来占比最高，也是2006年以来卢布计价的最大赤字。为控制今年赤字在GDP的1.6%，政府已提高增值税。

受西方制裁导致的油价折扣和物流困难影响，俄罗斯石油出口收入下降。此外，卢布升值1.6%也对石油和天然气出口收入造成冲击。路透社测算，1月份石油和天然气收入同比大降46%，至4000亿卢布，为2020年8月以来最低月度水平。

俄罗斯通过借款和从国家财富基金（NWF）转移资金来弥补预算赤字，该基金主要来源于超过59美元/桶的能源超额收入。财政部预计1月能源收入缺口达2300亿卢布（约合30亿美元），计划出售相当于1920亿卢布（约合25亿美元）的外汇和黄金，以确保预算资金充足。
