“每个国家都希望投资掌控关键技术栈，这是实现主权的核心要素，但与此同时，它们既不愿过度依赖中国，也不想受制于美国。”奈里分析道，“可以理解的是，各国在特定阶段仍需与双方合作，但长远来看，我们将看到更多本土化投资，以便真正掌握自身发展命运。”
