凤凰“K说联盟”成员、全球化智库(CCG)副主任、苏州大学讲席教授高志凯指出，国际秩序应建立在公理与国际法基础上，全球约200个国家无论大小强弱，都应被一视同仁。回顾近几十年乃至一百年，美国常强调自身在全球事务中的主导作用，并将这段时期称为“美利坚和平时代”。
然而，美国通过其在2025年至2026年间的言行，已向世界表明这一所谓的“美利坚和平时代”正走向终结。至于其何时正式落幕，目前尚不明确，可能还需10到20年。高志凯强调，应从历史的长远视角——跨越百年、五百年甚至一千年——来看特朗普总统及其政府当前在全球范围内的所作所为。
