现代信息服务业是数字经济核心业态。在今年的全省两会上，省人大代表赫明辉带来了大力发展现代信息服务业，促进我省青年人才返乡就业的建议。
“发展现代信息服务业，既能培育新质生产力，又能搭建青年就业创业平台，实现产业升级与人才集聚双向赋能。”赫明辉代表建议，强化政策精准扶持，将现代信息服务业纳入重点支持范畴，在场地、融资、数字化改造等方面给予专项补贴，培育壮大本土龙头企业，延伸产业链条，扩大青年就业岗位供给。
此外，完善青年人才留用机制，对接高校建立定向培养、实习就业一体化通道，对吸纳毕业生、返乡青年的信息服务企业给予社保补贴、稳岗奖励，保障青年薪酬待遇与职业发展空间。优化产业发展生态，统筹建设信息服务产业园区，完善配套服务，打造宜业宜居环境，依托本土优质企业示范引领，吸引更多青年扎根龙江、建设龙江，以产业兴带动人才聚，以人才旺支撑产业强，为黑龙江全面振兴提供坚实支撑。
