罚单显示，渤海银行武汉分行的主要违法违规事实为：流动资金贷款贷前调查和贷后管理不尽职、融资租赁保理业务不审慎。
针对上述行为，国家金融监督管理总局湖北监管分局对其罚款175万元；对刘天伦警告并处罚款10万元；对刘文瑶、张蓓、张文涛警告。
此外，原保险代理人宋扬和桑琪因利用开展保险业务为个人牟取不正当利益，分别被禁止进入保险业3年。
