罚单显示，中国人寿保险股份有限公司灌南支公司的主要违法违规事实（案由）为：未经许可设立分支机构、未经许可变更营业场所。
针对上述违法违规行为，国家金融监督管理总局连云港监管分局对其罚款14万元；对中国人寿保险股份有限公司灌南支公司经理魏海峰警告并处罚款4万元。
