美国能源信息署（EIA）周二表示，美国扩大对委内瑞拉相关交易的许可，预计将可使委内瑞拉的石油产量在2026年中期恢复到去年12月美国实施海上封锁前的水平。美国的封锁切断了委内瑞拉的石油出口能力，导致数百万桶原油在岸上储罐和船舶中积压。封锁前，委内瑞拉日均原油产量约为110万至120万桶。

　　随着美国政府上月授权维托尔（Vitol）和托克（Trafigura）两家大宗商品贸易商加入雪佛龙 的行列出口委内瑞拉石油，帮助缓解库存积压问题，委内瑞拉国家石油公司（PDVSA）已逆转其先前的大部分减产措施，将产量提升至接近每日100万桶。EIA表示，这些贸易商将大部分石油储存在加勒比海的终端，这些石油很可能从那里运往美国墨西哥湾沿岸的炼油厂。美国在上月底也发布了一项扩大的通用许可，允许更多公司运输并销售委内瑞拉石油。EIA表示，此举应有助于缓解因封锁导致的停产状况，并使产量在今年第二季末恢复至封锁前的水平。
