欧洲央行准备向全球各地的货币当局提供欧元流动性，既防止市场陷于紧张也提高其货币的国际使用率。

　　总部位于法兰克福的欧洲央行周六在发表声明说，回购便利将扩大到“所有中央银行，除非因故被排除在外，特别是涉及洗钱、恐怖主义融资或国际制裁等原因”。新规将自第三季开始生效。

　　“该框架将使欧元区以外管辖地的中央银行能够迅速应对欧元流动性短缺的风险，” 声明称，“这些调整旨在使该便利更加灵活，地理覆盖范围更广，并提高欧元证券全球持有者的相关度。”
